Inclusive preschool birth-K with integrated early intervention services for children with developmental disabilities and typical peers
Covina Development Center is a fully inclusive early childhood preschool (birth–K) where children with developmental delays and disabilities learn alongside typically developing peers without discrimination. Approximately 20% of enrolled students have developmental challenges and receive early intervention services integrated into the regular classroom environment, supported by a low teacher-to-child ratio and staff trained specifically to meet diverse developmental needs.
The program is California Department of Education–contracted for subsidized childcare and vendored through Regional Centers for Early Intervention services. The curriculum blends California Foundations for Early Education with the PITC Program for Infant Toddler Care and Reggio Emilia philosophy, emphasizing individualized, play-based learning. The school supports children with learning differences and other developmental needs (all disabilities except blind and deaf), with 27 classroom teachers serving 109 students.
Families may access funding through Department of Education subsidies (if qualified), Regional Center eligibility, or private pay. Tuition is flexible and based on hours per day and the child's age and support needs. Rolling admissions are available, and the school is a member of the National Association for the Education of Young Children and the California Association of Private Special Education Schools.
