If someone in your family gets health coverage through the Healthy Michigan Plan, the state just gave you a six-month heads-up. On July 23, the Michigan Department of Health and Human Services announced that it is preparing to roll out federally required work requirements and more frequent eligibility checks, and it is asking beneficiaries to start getting ready now, well before the rules take effect in January 2027. The changes come from H.R. 1, the federal budget law signed in July 2025. Michigan did not choose them, and the announcement reads like a state trying to soften a landing it cannot prevent. "Our priority is helping beneficiaries understand these new requirements so they can comply and we can keep as many eligible Michiganders covered as possible," said MDHHS acting director Amy Epkey. For families with a disabled member, those six months are the story. Exemptions exist for people with complex health needs and for certain caregivers, but none of them apply themselves automatically. A baby who arches away from the bottle halfway through every feeding. A toddler who eats six foods, all of them beige, and gags at the sight of anything with sauce. A one-year-old who starts each meal hungry and quits after four bites, worn out before the bowl is half empty. If mealtimes at your house look like this, you have probably heard "she'll eat when she's hungry" from at least one well-meaning relative. Sometimes that's true. Often, for the children I'm describing, it isn't, and the months a family spends waiting to find out are months a feeding therapist could have spent helping. Feeding is a developmental skill, the same as rolling over or saying first words. The list includes "The Magic School Bus Rides Again," "Pokémon Horizons," and "Pinocchio." A human interpreter appears in a window on the screen and signs the dialogue as it plays. For a Deaf child who signs before they read, this is a different experience from captions. Captions require reading fluency, and a four-year-old watching a cartoon does not have it yet. An interpreter delivers the story in the child's first language, at the pace the show is moving. How to Turn It On. The overlays run through the SignUp Chrome extension, not through the Netflix app itself. That means the feature works when Netflix is playing in the Chrome browser on a computer, and it does not currently appear on a TV app, a phone, or a game console. The House passed the Removing Barriers to Work for Disabled Americans Act on Thursday, July 23, by a bipartisan vote. The bill, H.R. 8884, would give the Social Security Administration back an authority it lost at the end of 2021: the power to run demonstration projects that temporarily change the rules of the Social Security Disability Insurance program for volunteers, to see whether different rules make it easier for beneficiaries to work. Nothing about anyone's benefits changes today. The bill still has to pass the Senate and be signed before SSA can design a single project. What did change on Thursday is the odds that the agency gets to test the earnings rules that push people on SSDI to turn down hours. What a Demonstration Project Is. Section 234 of the Social Security Act lets SSA suspend or alter its own program rules for a defined group of volunteers, then measure what happens. The agency can adjust eligibility criteria, benefit formulas, or the earnings thresholds that determine when benefits stop, and compare that group against everyone operating under current rules. H.R. 8884 restores that authority through calendar year 2031, with SSA barred from starting new projects after 2030. The bill carries several limits written into the text. Participation is voluntary. Projects must be designed to keep people attached to the workforce, not to cut anyone off. A project cannot reduce a participant's income. The House Just Voted to Let Social Security Test New Work Rules for Disability Beneficiaries

The Interagency Autism Coordinating Committee posted a 336-page draft of its federal autism strategic plan on Monday, July 20, and gave the public four days to respond to it. By Wednesday, after autism organizations objected, the Department of Health and Human Services postponed the July 31 meeting where the committee was expected to approve the plan. Comments are now due August 20, 2026, at 5 p.m. ET, and the meeting moves to late August. The IACC strategic plan is the document federal agencies point to when they decide which autism research questions get funded and which ones wait, and the extension gives families about four weeks to tell the committee what the draft left out. What the Committee Released and Why Four Days Was a Problem. The draft runs longer than any previous version of the plan, and it was written without the open drafting process earlier committees used. The reconstituted IACC has held one public meeting since HHS Secretary Robert F. Kennedy Jr. restructured it earlier this year, replacing representatives from established autism organizations with members who have publicly questioned vaccine safety. Several autism groups have said it is not clear who wrote the draft. Autism organizations asked for a 90-day comment period. If your family gets services through a Kentucky Medicaid waiver, the 4% provider rate cut that was set to hit on August 1 is off. Governor Andy Beshear announced on July 22 that the state will spend $255 million from an unexpected budget surplus to hold reimbursement rates where they are, and the Cabinet for Health and Family Services is sending providers new notices replacing the ones it mailed on June 8. That is a real reprieve for every agency and self-directed employer who bills these waivers, and it is also money the state received once and cannot count on receiving again. What the Cut Would Have Done. The June 8 letter told providers to expect 4% less for every service they bill starting August 1. Four waivers were in the line of fire: the Home and Community Based waiver for seniors and adults with physical disabilities, the Michelle P. Waiver for people with intellectual and developmental disabilities, the Model II Waiver for people who need ventilator support, and Supports for Community Living. A rate cut is not a service cut on paper, which is why it can slide past a family reading the notice, but in practice the two run together. A young driver with ADHD works through two years of supervised practice, passes driver's education, passes the road test, and spends a year behind the wheel without ever being the kid doing 90 on the interstate. Then the incidents start stacking up. A fence while backing out. An open delivery truck door in a parking lot. A rear-end at a light. A left turn taken across a gap that was never there, and the car is totaled. Four in twelve months, none of them at speed, none of them from showing off. Parents in this position usually start with the question of whether their kid is a bad driver, and that question has no useful answer. The better one is whether those four incidents share a mechanism. In a case shaped like this, they almost always do. What the research says about the first year. The most reliable number comes from a study at the Children's Hospital of Philadelphia, published in JAMA Pediatrics in 2017, which linked the medical records of more than 18,000 young people to New Jersey licensing and crash data. Newly licensed drivers with ADHD had a 36% higher risk of a first crash than drivers without it. Among licensed drivers in the study, 42.8% with ADHD crashed compared with 35.7% without. Most parents I talk to about animal therapy have already decided they want it. What stops them is a quieter set of worries they feel slightly silly saying out loud. What if he's allergic. What if the dog nips. What if she puts her hands in her mouth after petting a rabbit and comes home with something. Those worries are reasonable, and a good program has already answered all three before you walk in the door. The problem is that programs rarely explain their safety systems unless you ask, so families end up guessing. Here is what protects a child in an animal-assisted therapy session, and what you should expect the program to be doing without being prompted. Allergies Rule Out Fewer Kids Than Parents Expect. An allergy to dogs or horses is not automatically the end of the conversation. If you have ever asked the TSA for a screening accommodation, pushed the Social Security Administration to send a notice in a format you could read, or requested captioning at a VA appointment, you were leaning on a fifty-year-old law that the Justice Department is now asking a federal appeals court to read far more narrowly. In a brief before the U.S. Court of Appeals for the D.C. Circuit, government attorneys argued that Section 504 of the Rehabilitation Act of 1973 "does not provide a private right of action against federal agencies in their programmatic capacities." Translated out of the legal register: when a federal agency discriminates against a disabled person, that person should not be able to take the agency to court under Section 504. The government says the proper route is an administrative complaint, followed by judicial review under the Administrative Procedure Act. How a Dispute Over ASL Interpreters Reached This Point. The case started with press briefings. In May 2025, the National Association of the Deaf and two deaf plaintiffs sued after the White House stopped providing American Sign Language interpreters. In November 2025, U.S. District Judge Amir H. Ali granted a preliminary injunction requiring a qualified ASL interpreter at all publicly announced briefings held by the president or the press secretary. Between February and May of this year, she filed roughly a dozen lawsuits in U.S. District Court in Hammond, each one alleging the same thing: a company's website locked her out. Missing "skip to content" links. A shopping cart her screen reader couldn't parse. Product listings she couldn't tell apart. The defendants ranged from a beauty brand to a gift-box company to a maker of air sanitizers, and in each case, the fix she wanted was simple. What she got, in most cases, was a settlement check and a website that may or may not have changed. That gap between "case closed" and "problem fixed" is the story disability advocates are telling right now, and it's putting them in an uncomfortable position: pushing back on lawsuits filed by people with real, well-documented barriers. A Legal Strategy That's Scaling Faster Than Its Results. Website accessibility litigation isn't new, but the volume is climbing fast. Federal filings hit 3,117 in 2025, up 27% from 2,452 the year before, according to Seyfarth Shaw's annual tally, and now account for more than a third of all ADA Title III lawsuits filed in a year. Add state courts and other digital properties like apps, and one industry tracker counted over 5,000 digital accessibility suits filed across the country last year. Two dates will reorganize your child's benefits, and only one of them is on your calendar. The first is their 18th birthday, when Social Security stops treating them as your dependent and starts evaluating them as an adult. The second arrives when you retire, claim disability yourself, or pass away, because that event can open a second benefit on your work record, often a larger one. Families who know both dates are coming can plan for them. Most families only learn about the second one afterward. At 18, SSI Starts Over. Before 18, Supplemental Security Income counts parental income and assets. That rule, called deeming, ends at 18. From that birthday on, only your child's own finances matter, which means many young adults qualify for SSI even though they never qualified as children. If you were denied years ago because of your income, the adulthood application is a fresh start, not an appeal. For young people already receiving childhood SSI, age 18 brings a redetermination under the adult standard. The childhood test asks whether a condition causes marked functional limitations.
